It is important that you have at least one admin user with the scope Admin without setting otherwise users will be able to access the Portal with their accounts. If this condition is met then the portal is only accessible to admin users defined by you according to the steps below in this article.
1) Go to Settings -> Site Security then click Add.

E.g. Setting admin with settings and admin without settings to the group Domain admins means that Domain admins group will have access to the full access portal site.
You need at least one scope set to "Admin without settings" so the restriction can be achieved.
