Q: What component is more crucial to have in High Availability? Admin Portal Database or the Admin Portal Web Application?

A:  The Edge's SIP Filter needs connection to both the Admin Portal web service and to the Database.
When the Edge's SIP Filter starts up it pulls the configurations (for example if to use Ethical wall or not).

When using Ethical Wall the Ethical Wall will use both web service and the Database.
However, the Ethical Wall will use the Web service only if there is a rule that requires LDAP/UCMA.

Generally it's more important to have HA on DB than on the Web application
