Will the user have to re-register when a device or OS upgrades?

Typically, device updates do not require re-registration.
However, from iOS 6 to iOS 7, for example, there was a change in the way Apple was generating the Device ID and that change required re-registration.
Usually, small upgrades, as well as some major upgrades, do not require re-registration.
